In order to focusing on high-level universities (disciplines), major scientific and technological innovation platforms, construction of new research and development institutions, and development of key industries, and accelerating the introduction of urgently needed overseas outstanding young talents in Shandong province, China, the application work for the 2023 Shandong Excellent Youth Science Fund Project (Overseas) (hereinafter referred to as Shandong Overseas Excellent Young Scholars) is now initiated. The relevant matters are hereby notified as follows:
1、 Project positioning
The purpose of Shandong Provincial Overseas Excellent Young Scholars is to attract and encourage outstanding overseas young scholars (including non-Chinese foreign talents) who have achieved good results in natural sciences, engineering technology, and other fields to work in Shandong, China, independently choose research directions to carry out innovative research, and cultivate a group of internationally competitive young scientific and technological talents.
2、 Funding model
(1) Funding intensity: 600000 CYN (About 87249 USD)
(2) Funding period: 3 years.
3、 Supporting institute
The supporting institute of the applicant should be universities and scientific research institutions with independent legal personality within the administrative divisions of Shandong Province, as well as new research and development institutions registered at the provincial level.
For us, we are College of Oceanography and Space Informatics (OSI), China University of Petroleum (UPC).
4、 Applicant Conditions
（1） Applicants should meet the following conditions:
1. Abide by the laws and regulations of the People's Republic of China, have good scientific ethics, have clear property rights for achievements in scientific research or technology;
2. The age is not more than 40 years old (born after July 1, 1982), and women can be relaxed to 42 years old (born after July 1, 1980);
3. Have a doctoral degree;
4. Research interests include natural science, engineering technology, etc;
5. After obtaining a doctoral degree and before the deadline for application, one should generally obtain formal teaching or research positions in overseas universities, research institutions, and enterprise research and development institutions, and have at least 24 consecutive months of work experience;; For those who have obtained a doctoral degree overseas and have outstanding performance, the requirements for working years can be appropriately relaxed;
6. Achieve scientific research or technological achievements recognized by peer experts, and have the development potential to become academic leaders or leading talents in this field;
7. The applicant has not yet returned to work in Shandong, China on a full-time basis, or returned to work in Shandong after January 1, 2022; After being notified of the grant, you must resign from overseas work or have no work overseas, and have worked full-time in OSI of UPC, Shandong, China for at least 3 years.
Encourage qualified applicants from universities and scientific research institutions in the Shandong province to apply with provincial medical technology enterprises, and applicants must sign work contracts (employment agreements, etc.) with the enterprises.
（2） Limit requirements
The person in charge of more than 2 (including 2) Shandong provincial science and technology plan projects (topics) under research shall not lead the application. The project leader who has undertaken or is applying for the 2023 Provincial Natural Science Foundation Outstanding Youth Fund and Outstanding Youth Fund projects shall not apply. The project leader who has been selected for the China National Natural Science Foundation's Outstanding Youth Science Fund project (overseas) shall not apply for or repeat the funding.
5、 Application method and time
(1) Eligible applicants should sign a work contract or intent agreement with the HR of UPC with the assistance of the OSI according to the requirements of the application notice. After then, log in to the Shandong Science and Technology Cloud Platform（ http://cloud.kjt.shandong.gov.cn/ ）Fill in online and the system will open on March 20th. Applicants should carefully fill in the application system to ensure that the application information is complete and accurate, without exaggeration or misrepresentation, and that attachments and supporting materials are complete, authentic, effective, and compliant. The project implements a lump sum system for scientific research funding, and applicants do not need to prepare funding budgets. The applicant is responsible for the authenticity of the application materials submitted. As soon as it is verified that the units and applicants who provide false materials will be disqualified from applying for the school and candidates for the current year, listed on the blacklist, and notified.
2. The overseas excellent youth project in Shandong Province adopts a paperless application method. The applicant submits online electronic application forms and attachments, fairness commitment letters, and other materials to the supporting unit, which will be reviewed by the university and submitted to the Provincial Department of Science and Technology of Shandong. The deadline for online declaration is on July 31, 2023.
